Records Manager

The City of Holly Springs, Georgia is looking for a highly organized, detail-oriented Records Manager. This position is responsible for overseeing the development, implementation, and maintenance of an effective records management program in accordance with Georgia laws and regulations. This position ensures the efficient handling, retention, preservation, and disposition of public records and information, both physical and electronic, in compliance with the Georgia Open Records Act, state records retention schedules, and applicable federal regulations.

Essential Job Functions include:

  1. Maintains a comprehensive records management program in line with Georgia state laws and local ordinances.
  2. Ensures compliance with Georgia's Local Government Records Retention Schedules issued by the Georgia Archives.
  3. Oversees records lifecycle management including classification, storage, retrieval, retention, and destruction.
  4. Coordinates with departments to conduct regular records audits and inventories.
  5. Develops policies, procedures, and training programs for staff on proper records management practices.
  6. Processes open records requests in accordance with the Georgia Open Records Act (O.C.G.A. § 50-18-70 et seq.).
  7. Manages and implement records management software systems (e.g., electronic document management systems).
  8. Ensures proper storage, security, and confidentiality of sensitive records.
  9. Trains and provide guidance to departmental records custodians.
  10. Maintains up-to-date knowledge of laws and best practices in records and information management.
  11. May perform general clerical tasks such as answering phone calls, typing documents, making copies, filing documents, or processing incoming and outgoing mail.
  12. Performs related duties.

Minimum Experience and Training:

  1. Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education; supplemented by three (3) years related experience and/or training that includes municipal government administration, records management, public interaction, and personal computer operations; or any equivalent combination of education, training, and experience.
  2. Experience sufficient to thoroughly understand the work and to be able to answer questions and resolve problems, usually associated with a minimum of three to five years' experience in records management, preferably in a government setting.
  3. Certified Records Manager (CRM) or similar certification preferred.
